This is a Tamiya JR HG 180x210mm Maintenance Base, an integrated base that can be used for Mini 4WD car setup and maintenance. It is designed so as to be able to fit a setting board and car in the middle, with various trays and openings around the circumference for placement of commonly-used parts.
